Rental building slated for Lynn Creek Town Centre

District of North Vancouver has ambitious plans for Lynn Creek Town Centre

TPL Developments is proposing a six-storey rental building at Mountain Highway and Oxford Street in the District of North Vancouver.

The development, at 220 Mountain Highway and 1515-1555 Oxford Street, will include:

  • 140 market rental units
  • six non-market rental units
  • 101 underground and at-grade parking stalls, including two car share spots

The project has been in the works for several years, with a preliminary development application first submitted in 2017.

The development site is currently occupied by six single-family homes. The area is just east of the Phibbs transit exchange and close to Highway 1. The high-density Seylynn Village development is located eight blocks away.

The site is currently designated for “medium density” apartment buildings and is part of the Lynn Creek Town Centre area.

The district hopes Lynn Creek “will be one of the region’s most sought-after neighbourhoods” once fully realized, and aims to create a complete community, with a range of housing options, employment space and retail.

Lynn Creek Town Centre is one of four town centres identified for growth in the District of North Vancouver OCP.

The three other Town Centres are:

  • Lions Gate
  • Lynn Valley Town Centre
  • Maplewood Village

Lynn Creek Town Centre will be made up of three different interconnected districts including:

  • Town Centre core (high rises)
  • Low-rise residential area
  • Commercial area with a mix of shops, galleries (repurposed light industrial area)

Improvements will be made to the Bridgman and Seylynn parks as the area is redeveloped.

The District says the future town centre core will be walkable and transit-friendly, and says the higher density will lead to increased transit service to and from the neighbourhood. 

TransLink has already announced improvements to the Phibbs Exchange including:

  • better lighting, more weather protection, and improved connections for pedestrians and cyclists.
  • new boomerang-shaped passenger platform to serve major bus routes, including the introduction of a new RapidBus route in 2020.
  • new and vibrant landscaping

The transit exchange serves 16,000 passengers daily.

The District says architectural styles and building heights will be varied, and a commercial high street will run through the heart of the community. Bike lanes and extensive cycling facilities are a key part of plans for the district, with an emphasis on active transportation.
